London can cancel Brexit any time -a general attorney at the EU High Court has made a statement.

According to the attorney, the charter of the Lisbon Agreement gives an official license to unilaterally withdraw the application from the European Union.

Consequently, the UK EU does not need the consent of the remaining 27 member states to remain in the EU.
