The second phase of tax reform starts in Tbilisi today. From October, 1 all taxi drivers have to own a taxi license, and their vehicles must be left-hand drive, white, five-door cars that have successfully passed technical checks. The phase of the taxi cab reform breaks down the taxi cabs into two categories - A and B.

Category A taxi cabs must be white. These taxis can take passengers from the street while they’re also being able to work to order. Category A cabs are allowed to park free in different parts of the capital. Taxi drivers who fall under this category can put up promotional banners on their cars. Category B taxi cabs will only work on order.
At the same time, the opposition of the Sakrebulo is sending the draft resolution back to the City Hall as they believe that the reform has failed. Opponents of the Tbilisi government demand the cancellation of the current regulations at the nearest Sakrebulo session.
"Only 10% of taxis have repaint their cars. The rest have not done so and moved to mobile operators, which means that taxis for them are increasing", - said Levan Khabeishvili, a member of the “United National Movement”.
"It would be important to regulate public transport first and then to regulate taxis", - said David Zhgenti from “European Georgia” in the City Council.
"Reforms cannot be justified. This is a correct, service-oriented reform", - thinks Deputy Mayor Irakli Khmaladze.
