Undistributed mandates, presidential election and The document has been sent to the Commission. Transparency International , Fair Elections, Young Lawyers and Open Society Foundation prepared a joint, 13-page letter, which included remarks and their attitude towards the new constitution.
The document describes the gaps in the new draft constitution. They focus on the electoral system. Namely, the rule of distribution of the undistributed mandates.

Representatives of the civil sector believe that the undistributed mandates should not only be given to the winner party, as the draft amendments envisages.

The NGOs say that distribution of undistributed mandates must be proportionate to parties entering the parliament.

The document prepared for the Venice Commission also refers to the change of the rule of the presidential elections and definition of marriage in the Constitution. The civil sector does not agree with any changes proposed by the management team.
