Who needs Commander-in-Chief , when nobody asks him to proclaim war or not - Giorgi Margvelashvili

None of the function that the President has as the supreme commander , is not maintained,"- said President of Georgia.
Giorgi Margvelashvili has discussed those constitutional amendments, which are linked to the president"s power in Zugdidi, at public discussion on Constitutional amendments.
As Giorgi Margvelashvili says, according to the changes, the president has retained only the name of the commander in chief, however, has been deprived of all the functions.
The president spoke about abolishing the Security Council and underlined that in the current situation, when the country is occupied, cancelation of the Security Council is a wrong step.
"Hybrid war, indirect military operations, the war without declaring war, and imagine that war should be proclaimed this way- the PM will tell president to proclaim war and the president has no power to ask why. He has to sign the document without any questions and send it to parliament.
My question is - what is needed for such a signature, or the need for such commander -in-Chief, who is not asked , if he is not asked if war should be declared,"- said the President.
