The initiative of the Ministry of Regional Development was discussed at the background of noise and debate in the self-governing cities. There are 7 self-governing cities and seven self-governing communities, at the expance of the Ministry wants to decrease budgetary bureaucratic expenditure.

The idea is unacceptable to city councils, where they consider that actually the restriction of self-government is happening. The idea of unification of the two budgets is not acceptable for the municipalities which should be added to self-governing cities.

The decision was made by the Zugdidi Sakrebulo on the background of whistling and 12 opposition representatives left the session in protest.

The noise was in Telavi and Gori Sakrebulo sessions as well. At the Telavi Sakrebulo session, Bidzina Ivanishvili`s name has been repeatedly mentioned. Opposition representatives state that the former prime minister`s personal interest is to stop the status of self-governing cities.

"You have received an order from Ivanishvili and you have to fulfill it," said one of the participants.
