Georgia does not have an independent, effective mechanism to investigate the crimes committed by law enforcers. The report notes that the relevant authorities often do not attribute the status of victims to claimants , which deprives them of opportunity to study the materials of the investigation.

"From the moment of preparing this report in 2014, the Prosecutor"s Office has launched an investigation on 63 facts of alleged torture and ill-treatment on the basis of the Public Defender"s request, which has not resulted in any criminal liability," the letter reads.

The report also covers the disappearance of Azeri journalist Afgan Mukhtar from Tbilisi, which indicates that in less than 24 hours, he was detained by the Border Police of Azerbaijan for illegal crossing of the border and other fabricated accusations.
