
Parliament has adopted amendments to the Law on Public Service in its third reading during a plenary session.
The amendments clarify specific provisions related to individuals employed in public institutions under administrative contracts, the requirement for knowledge of the Georgian language in public service, and the minimum age requirement of 18 for public sector employment.
The draft law was presented by the Chair of the Legal Issues Committee, Archil Gorduladze. He explained that, under the current law, administrative contracts signed with heads of primary structural units and their deputies in public institutions are automatically terminated when the institution’s head leaves office.
The proposed amendment refines this provision, specifying that such administrative contracts will now terminate only when the new head of the institution officially assumes their position.
Additionally, the amendment explicitly states that the only position exempt from the Georgian language proficiency requirement is that of an advisor, ensuring that state political officeholders can appoint foreign-language advisors when necessary.
Furthermore, the law introduces transitional provisions to regulate specific legal matters during the transition period.
