
Parliament has adopted amendments to the Rules of Procedure of the Parliament of Georgia in its third reading, along with related legislative changes initiated by Speaker Shalva Papuashvili.
Presenting the draft law during the session, Speaker Sh. Papuashvili explained that the legislative initiative introduces changes concerning institutions affiliated with Parliament.
Under the amendments, the National Library of Georgia will be granted a distinct legal status and restructured as a Legal Entity of Public Law (LEPL) under the name Ilia Chavchavadze National Library of Georgia, which will fall under the Ministry of Culture’s jurisdiction. Despite this transition, all library employees will retain their public servant status.
Additionally, the State Heraldry Council, previously under Parliament’s authority, will be replaced by the Department of State Symbols and Heraldry, which will operate as an LEPL under the Government of Georgia. The existing Heraldry Council, along with its structure and budget, will be integrated into the new department.
The amendments also provide for the dissolution of the Parliamentary Research Center, with all its assets transferred to Parliament. Employees affected by this change will receive compensation equal to three months’ salary.
Furthermore, a transitional provision has been introduced allowing political groups to be formed within the 11th convocation of Parliament (before the new Parliament is elected in 2028). Such groups may be established by at least three MPs, provided they were elected from the same party list as independents (non-affiliated) or later left their political party.
Parliament approved the legislative package with 85 votes in favor.
