
The Parliament adopted the Draft Administrative Offenses Code that was submitted for expedited consideration along with companion Bills.
According to the Chairman of the Legal Issues Committee, Archil Gorduladze, the legal package establishes the concept of a spontaneous assembly/manifestation, regulates the temporary dismantling of a construction, prohibits the organization of the assembly or manifestation in a closed area without preliminary written consent of the owner, and forbids blocking of the entrances, highways, bridges, tunnels, and transport nodes stipulated by the municipalities upon the assemblies or manifestations.
As the reporter added, petty hooliganism, which implies swearing in public area, and abusive molesting against citizens, that is subject to a fine of 500-1000 GEL or administrative detention of up to 15 days shall now entail a fine of 500-3000 GEL or the administrative detention of up to 20 days, and the repeated offense subject to a fine of 1500-2000 GEL or detention of 5-15 days shall now entail a fine of 3000-5000 GEL or detention of 5-60 days.
Per his information, repeated vandalism that is subject to a fine of 2000 GEL or detention of up to 5 days shall be punished with a fine of 2000 GEL or detention of up to 60 days.
As Gorduladze elucidated, verbal insult, swearing, abusive molesting and/or otherwise assault against the law-enforcement officer, State Special Protection Service officer, enforcement police officer, Special Penitentiary Service officer, General Inspection of the Justice Ministry or the LEPL National Agency for Crime Prevention, Enforcement of Non-custodial Sentences and Probation or the equalized entity upon their official duties or in relation to their official duties (other than the cases envisaged under the Criminal Code) shall be subject to a fine of 2000-5000 GEL or detention of up to 60 days.
Pursuant to the Draft, verbal insult, swearing, abusive molesting and/or otherwise assault against the state-political official, political official, state servant or equalized entity and/or public servant upon their official duties or in relation to their official duties (other than the cases envisaged under the Criminal Code) shall be subject to a fine of 1500-4000 GEL or detention of up to 45 days.
