The third sector is pessimistic about unification of self-governing cities and municipalities. Representatives of the NGOs say that they have requested documents from municipalities.

They say that minicipalities have adopted this document in a hurry and they do not exclude appealing the Court.

Chief Specialist of the Center for Strategic Research and Development of Georgia Levan Alapishvili says that complaints have already been prepared regarding the reform of self-governing cities in several regions.

Aleko Tskitishvili, the executive director of the Human Rights Center, says that they will address the parliament and the prime minister to cinsider the reform in a dialogue mode.

He does not exclude that if the government does not take into consideration their calls, they will hold demonstrations and inform international organizations on the state of events.

Irma Pavliashvili, coordinator of the Georgian Young Lawyers" Association, says that they intend to review the proposal submitted by the Regional Ministry.

The Ministry of Regional Development will present the initiative regarding self-government reform in June.
