"It is necessary to separate the authority of the investigator and the prosecutor in order to have an objective investigation," said Sopho Verdzeuli, the Director of the Human Rights Education and Monitoring Center"s Human Rights and Democracy Program.

She is attending the discussion of the amendments planned in the investigative system along with other NGO representatives. Vedzidzeuli focused on the gaps in the legislation.

"Investigator must be independent in the process of investigation. He should be able to investigate all possible versions of the crime. The prosecutor should be a figure who decides whether the case is ready to start an investigation. Today is a misunderstanding in regard to authority and it makes for us difficult to find who is responsible in regard to many cases, "- Sopho Verdzeuli said.
