A registry and the monitoring mechanism of persons convicted of pedophilia and sextortion will be created within the Special Investigation Service

The Special Investigation Service [SIS] will establish an electronic registry where criminals found guilty of sextortion and pedophilia will be registered, their rights will be restricted, and they will be under monitoring.

This initiative aims to create a safe environment for children and juveniles by preventing cases of pedophilia, sextortion, and blackmail using footage of private life through the Internet.

Investigation practice demonstrates that this crime can impact any child or other citizen with access to the internet. Criminals disguised by fake accounts, such as extortionists exhibiting pedophilic tendencies, can easily get close to children through deception and gain their trust. By obtaining their intimate footage, they tamper with children’s private lives, which may be accompanied by sexual coercion, extortion, and blackmailing using footage of their private lives or other criminal activities.

Convicts who have been found guilty of sextortion and other sexual offences against minors and juveniles, who have obtained and disseminated private life footage for mercenaries, and who have committed multiple instances of the same types of crimes or are committing these offences repeatedly will be monitored and have their rights restricted.

Various restrictive measures, such as the prohibition of living with a minor, not approaching an educational institution within a radius of 30 meters, taking away the right to transport passengers, carrying out medical and pedagogical activities, working as a social worker, etc., will be applied to the persons convicted of the mentioned crimes.

State monitoring includes the obligation to report the convicted person to the investigative body at certain intervals, to check the convicted person on his residential and work addresses, to request information from him, and to carry out other preventive measures.

Head of the SIS, Koka Katsitadze with the deputies Giorgi Kvaratskhelia and Natia Songhulashvili, met the heads of the Investigation Department Units and discussed the cases of pedophilia, sextortion and other related challenges. The project of the registry and monitoring mechanism of sex offenders prepared by the Analytical Department and cooperation plans with the Parliament of Georgia to implement the relevant legislative changes were discussed at the meeting.

The public will be periodically informed on legislative changes, the implementation of the registry, and the outcomes of monitoring. In parallel, the SIS will actively continue to conduct informational meetings with children and adolescents in schools and educational institutions for crime prevention.
