News briefing concerning electoral matters was held in the CEC

25 days remain until 26 October elections. 3 031 polling stations are set up nationwide. Precinct Election Commissions (PECs) commenced working from September 26.

PEC members have already commenced distributing voter cards. Additionally, as we are aware, members appointed by some parties do not show up at polling stations and are not engaged in the work of the commissions, including in distribution of voter cards. We urge them to fully participate in the commission"s work, as the scope of this process requires the involvement of all members.

We remind you that as part of the electoral reform, some polling stations were expanded due to the increased voter capacity limit. As a result, some voters will need to vote at a different location than in the previous election. Therefore, it is important for them to check their information and confirm their polling station in advance.

Requests for changes to the voter list can be submitted no later than October 8. The Election Administration urges everyone to actively check their information in the unified voter lists.

Voters can verify their information in the unified voter list using a computer, tablet, mobile phone, or quick payment machine. For the first time this year, the Election Administration also offers a new CEC mobile app for data verification. To use this service, voters shall download application Voters Georgia – Cesko and familiarize themselves with their and their family members" data, view their polling station address on the map, and find out where to vote on October 26.

It is important to note that on the website voters.cec.gov.ge, voters living in regions with high ethnic minority populations can verify their information in Azerbaijani and Armenian languages.

Additionally, voters can visit precinct election commission where they are registered to check their information in the public version of the unified voter list. If discrepancies are found, they should contact the precinct or district election commission to request corrections. For assistance, you can also reach the CEC Contact Hub at 2 51 00 51.

An internally displaced person from the occupied territory of Georgia, if his/her registration address is within the occupied territory of Georgia according to a citizen of Georgia’s identity card or the Agency’s database, shall be entered into the unified list of voters according to their actual place of residence.

A citizen of Georgia who is deregistered according to the place of residence, or whose registration has been declared void by a decision of the Agency, shall be entered in the unified list of voters in accordance with a last registration location (address) or an actual (temporary) location of residence.

The citizens of Georgia, who are registered without indication of address according to the database of the Agency, shall be entered into the unified list of voters in compliance with their actual (temporary) place of residence, as indicated in the electronic database of the Agency.

Citizens, being registered without indication of judicial address and actual address, shall submit a pertinent application to the Public Service Hall (the Public Service Development Agency) for making amendments. As for the internally displaced persons, for changing their actual place of residence, they shall submit a pertinent application to the Ministry of Internally Displaced Persons from the Occupied Territories, Labour, Health and Social Affairs of Georgia.

We would like to address the voters who are deregistered, registered without indicating the residence address, or the voters whose registration is deemed void, to timely refer to the Agency no later than October 5, verify their data and complete the relevant procedures, if necessary, for taking part in elections. Otherwise, the voter is included in the unified list of voters in accordance with the last registration address that are visible in the electronic database of the Agency or the factual (temporary) residence address.

We would like to remind voters abroad about the procedures. The CEC has established 60 election precincts in 53 cities across 42 countries. If a Georgian citizen living abroad is not registered with the consular office and does not have relevant registration in the host country, they can register for election purposes at a Georgian diplomatic mission, consular office, or at the Precinct Election Commission set up in that country, not later than October 7. We would like to remind you that voter shall have electronic identity card or passport to participate in polling. Voters may also use a valid non-electronic (the so-called “laminated”) ID card issued in exceptional cases at the legislative level (due to faith or health conditions), as confirmed by data from the Service Development Agency, the total number of which, is only 394. Hereby, we would like to remind you that, due to legal amendments, as of July 1, 2024, non-electronic (so-called laminated) identity cards issued before July 28, 2011 have been canceled.

We would also like to remind you about the procedure for requesting a mobile ballot box and adapted / accessible polling station.

Voters must request to vote using a mobile ballot box from the precinct election commission not later than October 15. Voting with the mobile ballot box will be available from 9:00 AM to 7:00 PM. This year, voters using the mobile ballot box will go through inking procedure during the elections.

A voter using a wheelchair is entitled to participate in any adapted polling station in the territory of the respective District Election Commission. In order to request an adapted election precinct, he/she shall apply in writing or verbally to the relevant district or precinct election commission no later than October 15. Updated information on adapted/accessible polling stations is placed in the banner “Electoral Map” at the CEC website https://ems-map.cec.gov.ge/.
