The United States policy with regard to Russia. was discussed in the Lower house of Congress in the Foreign Relations Committee.

The US Congressman from New York State, Eliot Engel said that not granting NATO membership to Georgia and Ukraine would be a strategic mistake and noted that Putin"s aggression would not have happened in Georgia and Ukraine if they had been NATO members .
