Rule for the election of parliament is not good - NGOs present their opinion to Chairman of parliament


The civil sector meets the Chairman of the Parliament of Georgia. The main issue discussed at the meeting is the election system .

Representatives of non-governmental organizations say that constitutional amendments, which mean holding the elections with the proportional system, can not guarantee the system"s fairness.

"The Commission"s conclusion was one stage, now begins the second stage and we will see how much the government can prove its positions. I think we have a chance to change and improve those critical issues as a result of discussions and maximum involvement of the public, which can not endure any criticism. For example, the rule of election of parliament is not good,"- said Giorgi Tugushi, a Head of European initiative - Liberal Academy Tbilisi.

A head of the International Center for Civic Culture criticizes the amendments to the constitution as well. Kote Kandelaki says that amendments, which determine the rule of distribution of undistributed mandates, distorts the essence of proportional elections. According to him, the existing 5% threshold and the prohibition of creating blocks are also a problem.


A Head of Information Center on NATO and EU is also attending the meeting. Ketevan Chachava says that the organization is interested in the government"s vision of risks, which accompany changes.
