Ruling team sets limit to upper, lower and relative levels of bonus system

The decision of the ruling team regarding undistributed mandates is already known. "Georgian Dream" changes the formulation of the Article 37 of the Constitution. The ruling team will take into account the recommendation of the Venice Commission related to the electoral system, undistribured mandates and the so-called " Bonus system. The ruling team sets limit to upper, lower and relative levels of bonus system.

1. Absolute upper margin - The winning party will not receive more than 89 mandates at the expense of undistributed mandates;

2. Lower margin - 75 or less mandate when the winner party receives only this number of seats with bonuses, it will have 5 or less seats in the legislative body;

3. Relative Margin - The number of undistributed mandates shall not exceed 35% of basic mandates of the winning party.

According to the leader of the parliamentary majority, Archil Talakvadze, such bonus mechanism excludes the excess of the mandates in the Parliament received by any political party, ensuring full participation of the opposition parties in the parliamentary process.

The opposition does not agree with constitutional amendments and speaks about informal governance.

"The main goal of these constitutional amendments is to maintain Ivanishvili`s family-clan-mafia regime and to find a legitimate framework for it. "Georgian Dream" tries to mislead the Georgian society to deceive the international community and create an illusion that it is a technical recommendation, "- said Zaza Bibilashvili, a member of the National Movement.

"European Georgia" think that the bigger the so-called bonus system the less fair is the result of the election.

"The main principle of fair elections is the principle of proportionality when mandates are distributed directly according to the voters number and any bonus system is artificial and undesirable misappropriation of the votes by one of the parties,"- said Irakli Abesadze.

According to the non-parliamentary opposition, "Georgian Dream" is trying to keep the power.

"Republican Party" declare that they do not have the expectation that the ruling team will consider the recommendations of the Venice Commission.
