From 366 precincts, results of polling remained the same for 334 electoral precincts, at the other 32 electoral precincts, data of summary protocol have been slightly changed. Such a statement made the Spokesperson of the Central Election Commission.

Pursuant to the applicable legislation, on October 29 the District Election Commissions (DEC) recounted the results of the 366 electoral precincts, chosen as a result of casting lots. From the 366 electoral precincts, results of polling remained the same for the 334 electoral precincts, amounting to 91,25% of the recounted electoral precincts. At the other 32 electoral precincts, the data of the summary protocol have been slightly changed.

As per the CEC Decree, Members of the District and Precinct Election Commissions, including the members appointed by political parties and the members elected on professional basis, have participated in the process of recounting results of the electoral precincts.

It is noteworthy that the 271 (171 DEC Members and 100 PEC Members) members from the 732 members, appointed by political parties did not participate in the procedures of casting lots to assign the counters, or did refuse to fulfill the function. Several members, appointed by political parties, counted the polling results themselves. The results were identical to the numbers indicated in the summary protocols, however, these members refused to sign the recounting acts, and did not support the commission ordinance at the meetings.

Recounting process has been observed 121 observers from local organizations, 70 observers from international organizations, 21 representatives of media and 104 representatives from political parties.

The Central Election Commission (CEC) of Georgia has also processed statistics of the correction protocols and explanations, aiming at informing stakeholders and its further analysis. I would like to introduce it now:

During the Parliamentary Elections, correction protocols in relation to summary protocols have been formed at the 264 electoral precincts, amounting to 8.49% of total number of precincts. The 188 (6.04%) correction protocols pertained to the votes, while 104 (3.34%) protocols concerned the other data.

419 (11.15%) explanations have been written at the 347 (11,15%) electoral precincts. From these, 105 (3.38%) dealt with summary protocol, while 10 explanation concerned the correction protocols, and 304 (5.75%) encompassed the other data.

Furthermore, I would like to introduce the information regarding signatures of the commission members in the summary protocol. In the summary protocols of the proportional elections, signatures of the 17 commission members are indicated in the 1 241 summary protocols. The 16 members signed the 862 summary protocols, the 15 members – 553 summary protocols, the 14 members – 221 protocols, the 13 members – 135 protocols, the 12 members – 48 protocols, the 11 members –19 protocols, the 10 members – 16 protocols, the 9 members – 6 protocols, the 8 members – 8 protocols, the 7 members – 5 protocols. This confirms that the members of the commission, including the members appointed by political parties and the members elected on professional basis, have been informed about the number of voters who have arrived at the electoral precincts as well as the type of ballot papers that have been delivered, and the whole process of vote counting. The mentioned was accordingly confirmed by their signatures in the summary protocols.

Moreover, information regarding different opinions and number of technical shortcomings have been indicated in the summary protocols. It is noteworthy that from the 3 114 summary protocols, different opinions were expressed in the 9 protocols solely, amounting to 0.02%. Time or date is not specified and/or is incorrectly specified in the 99 summary protocols, amounting to 3.18%. The 5 summary protocols are without a stamp (0.16%).

It is also noteworthy that the Members of the Precinct Election Commission (PEC) are entitled to express a different opinion provided that he/she does not agree with the data indicated in the summary protocol. As the above-mentioned statistics showcases, solely 9 members of more than 53 000 PEC Members expressed their different opinions.

Moreover, it is noteworthy that at the 309 electoral precincts, organizers of voter flows were appointed by the governing party, whereas the 1 414 Members appointed by other political parties had the same role on the Elections Day. They were chosen for fulfilling this role by casting lots”, - said Natia Ioseliani.
