Misuse of administrative resources, negative campaigns, rigid rhetoric and violent incidents - these are violations that are included in the OSCE final report on the presidential elections in Georgia.
ODIHR assesses a pre-election initiative of the government regarding writing off the debts as vote-buying. The document states that with this initiative an unfair advantage was given to the "Georgian Dream" candidate by the private financial institution. The conclusion reads that the ruling party intimidated the voters before the second round. Investigation into these facts has not been conducted.
The OSCE points out that the candidates were in unequal environment in terms of donations .The "Georgian Dream" candidate was the only one who received a loan from the bank. This bank is owned by the chairman of the "Georgian Dream". The OSCE is demanding an immediate investigation into the possible cases of intimidation of the voters and pressure on civil servants.
