" While not prohibited by law, mayors, governors and MPs representing the GD accompanied the GD-backed candidate in most rallies observed by the ODIHR EOM. All these activities blurred the line between the state and the party, at odds with OSCE commitments and international good practice. "

" For both rounds, the gathering of voter data and mapping of political preferences, in combination with tracking voters on election day, raised concerns about the potential for intimidation and the ability of voters to vote free of fear of retribution, as provided by the OSCE commitments and other international obligations. " - says the document.
