The Minister of Justice does not exclude that the law enforcement agencies took decisions individually during the dispersal of the demonstration.
According to Tea Tsulukiani, she does not know who ordered but thinks that the decision to disperse the rally could be taken by several individuals.
" I can not agree that someone avoids liability. I don"t know names and surnames of those, who made orders. It should be determined by the investigation. Presumably, it was not a single order, there were several orders, or sometimes the right of individuals who are dealing with danger- to make personal decisions,"- Tsulukiani said.
According to the Minister, on June 20, there was a legitimate use of force, as the police were trying to avoid a storm on parliament.
