Georgia drafts new legislation to set natural gas tariffs based on consumption volume

Amendments are being introduced to the Law of Georgia on "Energy and Water Supply". The draft law was discussed today at the session of the Economic Policy Committee of the Parliament.

According to the document, the Georgian National Energy and Water Supply Regulatory Commission [GNERC] is granted the authority, during the transitional period, to establish tariffs for household natural gas consumers based on the consumed volumes.

Under the current rules, the natural gas tariff for household consumers is determined according to the operational areas of the distribution licensees, and each consumer pays for the used gas at a single tariff, regardless of the volume of gas consumed.

"The necessity of this amendment is driven by the need to protect the social interests of household consumers, including vulnerable groups, and to maintain access to basic services and products. The change provided for by the draft law does not alter the fundamental principles of tariff regulation and represents only a mechanism operating during the transitional period, aimed at reducing social risks and implementing tariff changes across consumer categories gradually", - reads the bill.

GNERC is expected to establish the new tariff model in December.
