Constitutional amendments on defense issues - opposition has remarks

Parliamentary Defense and Security Committee will discuss constitutional amendments on defense and security issues today. The constitutional amendments project has a record that say that by defense and other armed forces will be set up. The opposition estimates that this entry is dubious. The Chairman of the Defense and Security Committee also believes that this entry should be corrected.

"The Constitution makes it possible to create other military units in the country by its current proposal. At the same time it is also unclear why the use of our armed forces inside the country does not require the mandate of the parliament and in general the parliamentary and civilian control mechanisms for defense and security. The proposed project can not answer the challenges that exist in the modern world under the hybrid war, "- said Salome Samadashvili, a member of the National Movement.

According to the proposed package, the Security Council at the President will be abolished, and the President`s powers are restricted in relation to security issues.

According to the assessments of the President`s administration, the NGO sector and the opposition these are significant threats.

"This chapter on defense and security was worked out so that none of the people working on these issues have been involved. The most important is that the Security Council is lost as the main coordinating body, the president has no functions in security, "- said Sergi Kapanadze, a member of the European Georgia.

The opposition`s complaints about the abolition of the Security Council and restrictions on the president`s rights are not shared in the parliamentary majority.

"The position of the Venice Commission, the international experts` conclusion is that we should create effective bodies and not decide the country"s defense capabilities at the advice of the President`s advisor. This is impossible, so this is purely political speculation, "- stated Irakli Sesiashvili.
