It is highlighted in their recommendationthat selection of candidates by secret ballot undermines the selection system according to merit, so it should be replaced with the procedure that the candidates are appointed by selective criteria.

According to the OSCE assessment, the role of the parliament in the process of appointment of judges should be limited and it should only have a supervisory feature.
