Two new programs have been developed to replace and rehabilitate the damaged hazardous buildings and structures located in the historical districts of Tbilisi. Such a statement made today Mayor of the capital.

“Under the first program, the business sector will be given the opportunity to replace or rehabilitate the damaged buildings in the historical districts after agreement with the owners of the damaged buildings, but only with the detailed design and cost estimate developed by the Tbilisi Development Fund. In return, the Municipality offers the business sector on the land they own, which should be outside and not in the historical districts, to issue design assignments consistent with the surrounding area, and assign specific parameters. In addition, the interested business entities are given an option to pay the appropriate amount directly to the budget and fully entrust the implementation of the work to the Tbilisi Development Fund. Thus, this business involvement model will help to both protect and assist owners of damaged houses to improve their living conditions, while also helping to avoid excessive construction and preserve the look of the historic districts as much as possible.

The second program offers the owners of the damaged buildings to have Tbilisi City Hall organize the process of alienation/sale of their property through an auction. Following a joint application and consent of the owners, Tbilisi City Hall will measure the property and provide an expert evaluation to determine its value. Afterwards, Tbilisi Transport and Urban Development Agency and other relevant structural subdivisions will make the optimal planning decision, and within two months, the detailed information will be uploaded to the website of Tbilisi City Hall.

Upon the request of the interested persons, Tbilisi City Hall will provide them with all the necessary information regarding further development of this area. Two months after the information is published, the property will be put up for auction. Finally, we will offer the owners the highest auction price, and only by their decision will this property be sold. If the owners want to auction off the property at the price they name, the Tbilisi City Hall will clearly ensure this for them. That is, the auction will be announced at the will of the owners and at the price indicated by them or provided by the expert opinion”, - said Kakha Kaladze.
