Pro V&V reports successful completion of parliamentary election observations with no issues detected - CEC

The American company Pro V&V published the final conclusion of the third and last stage of the compliance audit for the 2024 parliamentary elections, stating that the observation was successfully completed and no issues were detected.

“The conclusion states: The Central Election Commission (CEC) successfully implemented procedures from the previous eight pilots on a national scale for the first electronic elections. Pro V&V found that the election processes and procedures were appropriate and that the staff was well-trained.

In the first nationwide implementation of the new electronic voting system, staff were well-trained and effectively managed the processes, monitored by Pro V&V, ensuring voters could successfully register their choices.

The document states that voter identification units (VIU Desktop 818-100), precinct count optical scans (PCOS SAES-1800Plus), and tablets (Lenovo Tab K11) were examined during the audit. Pro V&V monitored the polling process, including precinct election commission members, technical support staff of the precinct (responsible for providing technical support for the devices), and voters. The audit focused on assessing CEC personnel"s readiness for Election Day, voters" use of voting devices, and the accuracy and efficiency of results transmission.

Pro V&V conducted a three-stage compliance audit of the parliamentary elections. In the first phase (software updates), Pro V&V performed source code verification (functional regression testing). In the second phase (configuration of elections), the company conducted a configuration audit and reviewed all necessary files to certify the process.

The initial code review and configuration audit determined that:

 The voter lists on the CEC servers match those loaded onto the devices;
 Voter duplication is prevented, with each voter appearing only once on the list;
 The voter list printed from the verification device matches the list stored in the device;
 Each voter’s vote is unique, and it is technologically impossible to alter or change his/her choice;
 The preliminary results printout (receipt) contains only data generated by the technology.
