The ruling team approved the new Constitution in the first hearing without the presence of the opposition in the Parliament. The The president publicly reminded the members of the ruling team about the importance of their mandates,before voting and urged them not to use vionence over the Constitution with their votes.

The majority of MPs answered the President`s statement by aking questions. Constitutionalists can not recall the precedent when the supreme law of thecountry was received without support from at least one opposition faction.

The UNM puts under question the legitimacy of the country"s major law. Non-parliamentary opposition members can not see the analogy in any democratic country where the government adopted constitution aproved only by one party.

The legitimacy of the Constitution without public support does not raise questions in the ruling party.
