A meeting of the President of the Venice Commission and the representatives of NGOs begins . The main topic of discussion is constitutional amendments. Representatives of the NGOs say that the constitutional amendments, which are adopted by the parliament by two hearings, have some shortcomings but the key problem is the electoral system.

Representatives of civil sector believe that the government should make a political decision and the country should switch to the proportional system in 2020 instead of 2024.
