Sitting in Sakrebulo started half an hour late. The reason was the absence of quorum. Specifically, at the Sakrebulo session, the number of MPs was not enough to vote on the city budget.

Half an hour later, the opposition left the hall in protest. They accused the majority MPs of irresponsibility.

Members of the City Council said that the capital budget for the majority is so small that 26 out of 40 MPs were not able to arrive.
