According to the Non-governmental organization, they received information about the bonuses and supplements only after they filed administrative appeal against the department, which refused to provide information about salaries and bonuses of the officials.

The organization estimates that in 2014 the practice of giving bonuses was replaced by the practice of giving supplements.
