In addition to the oppositio, the third sector is waiting for a decision of the government regarding the special districts . The NGOs do not share the Government"s proposal and addressed the Parliament with a legislative package .

According to the civil sector, the model proposed by the goverment does not eliminate the risk of manipulation with the militaries` votes.
