The population of Pankisi gorge opposes part of the elders and demands a new union.

Instead of joining the elderly, a new People"s Assembly was set up in Pankisi Gorge after the part of the members of the Elders" Union did not attend the rally against the construction of the HPP.

The gorge does not rule out that certain groups have influenced the decision of the elders, but the elders claim the opposite.
