The IDFI talks about vehicles purchase by Ministries without tenders. The NGO has requested information related to car purchase from all agencies.

The IDFI say that according to the documents, last year the Ministries spent for this purpose a total of 12 million dollars, of which 10 million was spent on thepurchase of ambulances.

The NGO focuses on purchase of vehicles without tenders and states that agencies often use the so-called substitution principle - according to them, nearly a million dollars was spent in this way.
