The European Commission has reached the agreement on the transfer of 40 thousand refugees from the territoryof Italy and Greece to the third country. However, European Interior ministers had failed to agree on a quota system, regarding allocation of 120 thousand migrants.

In addition, the EU"s leaves open internal borders but is going to tighten control of external borders.
