Exactly one year ago, personnel and institutional changes within the Government of Georgia were completed, launching a new phase and qualitatively improving the governance system. The Prime Minister of Georgia said this during his annual report to Parliament.

As he noted, the Efficiency Department’s first year of operation has enabled the government to save substantial funds, which will be reinvested in the country’s development.

“I present to you the annual report on the implementation of the government programme. This report covers the 2nd half of 2025 and the 1st half of 2026, as prescribed by our Constitution and legislation. Given the extensive nature of the report and time constraints, I will outline its primary key aspects today.

Last year was a turning point for the Government’s activities in various respects. Exactly one year ago, personnel and institutional changes within the Government were completed, marking the start of a new chapter in our operations.

Over the past year, the governance system has qualitatively improved, representing the primary breakthrough achieved in this area. These personnel adjustments directly affected the Government and related agencies. Notably, I want to highlight the establishment of the Efficiency Department within the government, which is actively engaged in cost optimisation. In 2025, the department’s efforts led to the review of state programmes and procurements valued at GEL 115 million, resulting in savings of over GEL 67 million; funds that will be redirected towards national development.

In 2026, direct savings from the department’s activities amounted to GEL 67 million, while monitoring-adjusted tenders saved an additional GEL 34 million, totalling GEL 101 million. This is the tangible outcome of the work carried out over this past year. Furthermore, with the involvement of this Department, an electronic market research model was established, ensuring full transparency in procurement procedures. This is a specific example demonstrating how significantly our approach and attitude toward state management have changed”, - said Irakli Kobakhidze.
