Nearly 80 percent of teachers taking the certification examinations have failed. The worst result were shown by primary school teachers. According to information provided to non-governmental organizations by the National Examination Center out of 3 024 current and aspiring teachers, only 31 managed to pass the exam.

The experts expect the further worsening of the results. According to some of them such staff should have been released from school a few years ago.They explain the decision of Specialists of the Ministry of Education and the government in general to maintain unqualified staff by political reasons.
