The state of emergency is declared at the Russian military base in Gyumri . Demonstrations of the local population continue, the Armenian side demands the issuance of Valery Permiakovi, who three days ago killed 6 -member Avetisyan family,including a minor girl. The dead were buried in Gyumri.
