NGOs consider the bill proposed by Interior Ministry unconstitutional

Non-governmental organizations believe that the draft bill proposed by the Ministry of Internal Affairs on connection the incitement of violence and hatred as the violation of the Constitution. The public sector notes that the change in the first place will restrict freedom of media in the country.
According to Giorgi Gotsiridze from the Young Lawyers" Association, the bill is in contradiction with Article 24 of the Constitution, which guarantees freedom of speech and thought.
"If this law is adopted in Parliament, it is bound to be declared as unconstitutional by the Constitutional Court," - said Giorgi Gotsiridze.
"Transparency International - Georgia" states that this bill can be used against media, especially as it provides for criminal responsibility of legal persons.
The draft law envisages punishment for the call to hostilities, as well as a call for violent action toward racial, religious, national, racial, ethnic, social, linguistic and other groups.
The amendment provides for sanctions for private and legal entities, including representatives of the media.
