According to the Anti-terrorism Operation Center in Donbass, pro-Russian separatists are not withdrawing heavy equipment from Eastern Ukraine. The Ukrainian side claims that the terrorists move the military equipment during the daytime to show the OSCE observers that they are fulfilling the obligations and return it to the positions at night.

Information Center spokesman Andrei Lysenko said that separatists are preparing to attack in the direction of Mariupol, Luhansk and Artiomovsk.

OSCE representative Michael Bochurkiv said that the mission was not able to fully control movement in the region. Some areas are still blocked off to OSCE observers Nevertheless, both sides say they have completed the first phase of the withdrawal of military equipment.
