At the United Nations Review Conference, the Ukraine"s Foreign Minister accused Russia of violating international obligations. Pavel Klimkin said that by conducting military aggression in Ukraine and annexation of Crimea, Moscow has violated the Nuclear Non-Proliferation agreement.

Moscow opposes the existence in its neighborhood of the nuclear states and missile systems. Deputy Defense Minister Anatoly Antonov said that Russia does not need new Threats . He added in an interview with Russian media that Russia was not going to start war with Ukraine.
