According to the amendments, the highest position in all municipalities will be a mayor. Territorial optimization of municipalities is planned, which means that they will be united. New municipalities will be created and instead of 12 self-governing cities, 5 self-governing cities will remain.

"The merging of 7 self-governing cities is connected with appropriate municipal communities, maintaining the status of the city.
