"The transition to proportional elections by 2020 became impossible," said the Chairman of the Parliament of Georgia, Irakli Kobakhidze. According to him, the reason is opposition"s unwillingness to support constitutional amendments.

Kobakhidze says that in such a counterproductive situation it is impossible to move to proportional system.
