The decision on putting into effect new EU sanctions against Russia will be made on February 16, depending on the outcome of the negotiations in Minsk, stated French Foreign Minister Laurent Fabius on Monday.

Fabius stated that all 28 EU Ministers of Foreign Affairs confirmed on Monday the expansion of the black list for Russian citizens and militias in Eastern Ukraine.

According to sources, foreign ministers of the 28 member countries of the EU discussed the including five more Russian citizens, 14 Ukrainian citizens and 9 organisations into the "black list".
