"The constitutional claim concerns the penalties for the personal consumption, purchase and storageuse of concrete drugs. The custodial sentence for us, as an extreme measure , is disproportionate, and our complaint was the same. The suit did not mean decriminalization or legalization of consumption or purchase or storage of drugs, "said Guram Imnadze, a lawyer for human rights education and monitoring organization.
