Amendments to the bill on Health Care caused controversy in the Health Committee

The Health Committee discussed the bill on Health Care with the II reading submitted for the accelerated consideration. According to the Chair, Dimitri Khundadze, the submitted edition has been significantly modified after submission and reflects the remarks of the Committee.


He informed the MPs about the changes. Prior to consideration, he allowed the invited guests – the Heads of the medical institutions, and the field experts – to express their positions not only about the bill but about the principles of the changes.


The Deputy Health Minister, Tamar Gabunia introduced the bills on Health Care; Licenses and Permits; Code of Administrative Offenses; and the Control of the Entrepreneurial Activity, stressing the changes introduced after the I reading.


As to the essence of the changes, the controller body, in the course of inspection of the technical regulations of the high risk medical activity, shall be entitled to, based on the detected violations, terminate the authority of the institution.


At that, all medical institutions shall be assigned to submit to the controller body the material, documents, explanations and all information necessary for realization of the authority of the controller.


The attendees expressed the remarks and recommendations concerning the implementation of the technical regulations, the sanctions and termination procedures.

Providing the remarks, the Committee approved the bill. The package will be considered today again with the III reading.
