The Non-governmental organizations report that the main challenge of the country is an informal governance of Bdizina Ivanishvili. The representatives of the third sector state that decisions made by informal individual and disrespect of state institutions hinder democratic development of the country.

15 non-governmental organizations devoted first part of the report to two years of Georgian Dream`s  government and  these issues.

The government has also prepared a report. The Governmental Administration states that all decisions are made by authorities and not Bdizina Ivanishvili.

The Administration of President also underlines that the main challenge is informal governance . Reportedly law enforcement Ministries and Prosecutor`s Office are the most influenced agencies.
