Changes to the Constitution – MPs are discussing 4 main amendments

The Steering Commission on Promulgation and Universal-Public Consideration of the Draft Constitutional Law on the Changes to the Constitution introduced the scheduled changes to the Constitution.

The Draft envisages the change to the transitional provisions – the new norm is to be of the temporary nature to apply to the Parliament for two upcoming Elections.

As the Chair of the Commission, Shalva Papuashvili stated, the Draft establishes a 2% threshold for two upcoming Parliamentary Elections and the proportional distribution of the mandates.

Besides, the number of MPs to set up the Factions has been reduced from 7 to 4. The Draft envisages the election of the Prosecutors General by the qualified majority and in case of failure, by 76 MPs.

“The Draft envisages 4 main changes: the threshold of 2%; reduced number of MPs to set up the Faction; if the Elections are held before 2024, it will be held by a proportional rule with 2% threshold; and election of the Prosecutors General by 3/5 of the full composition, or if the Parliament twice fails to do so, the election will be held by the majority of full composition”, - said Shalva Papuashvili.

The next consideration is scheduled on August 17 at 12h00 in the Parliament.
