The atmosphere at polling stations on Election Day was largely calm, but our observers observed partisan activities near polling stations, especially in rural areas, which might affect voters. Such a statement made the Head of the mission of the European Network of Election Monitoring Organizations.

“The 2021 local elections were held in accordance with domestic law, which, if enforced in good faith, guarantees democratic elections. The election campaign was characterized by high polarization amid the general high political polarization in the country.

Issues related to general national policy were dominant, which harmed the discussion of local issues and the needs of the population. The campaign was characterized by allegations, intimidation and pressure on voters and candidates. The elections were held amid a long-running political crisis that culminated after last year"s parliamentary elections and the boycott of the parliamentary opposition.

The pre-election period was characterized by high political polarization and deep distrust of the main political players towards each other”, - said Dritan Taulla.
