According to the approved Concept of the Russian Federation’s Humanitarian Policy Abroad, when interacting with Latvia, Lithuania, Estonia, Georgia and Moldova, the observance of the rights of the Russian-speaking population in these states will be taken into account.
The document was signed by Russian President Vladimir Putin and published on the official portal of legal information.
The concept emphasizes that “when developing humanitarian and cultural ties with the Baltic States, as well as with Moldova and Georgia, the issues of observance of the rights of the Russian-speaking population in these states should be taken into account”.
