The Parliament endorsed the amendment to the Election Code in the third reading with 96 votes, and the amendment to the Organic Law on Political Associations of Citizens with 93 votes.
According to Givi Mikanadze, the First Deputy Chairman of the faction Georgian Dream, the joint preliminary conclusion of the Venice Commission and the OSCE/ODIHR was discussed in the working group format, and positions were reconciled on a number of issues.
“We informed the Venice Commission that many of their recommendations were taken into account in the working group’s framework and, as a result, were reflected in the draft law, which served as the foundation for its broad approval in the second reading on December 15th”, - said Givi Mikanadze.
The documents enshrine the introduction of the following modifications: holding the first session - notification of the authority of the commission will be carried out imperatively on the 30th day before the elections; The norms related to conducting elections using electronic means will be written in detail; All voters, regardless of whether they participate in elections in the traditional way or by using electronic means, will be subject to marking; After the end of the election, a sheet printed from the electronic machine will be a summary of the preliminary results, and then each commission will immediately start counting the ballots by hand, which will be submitted in the form of a summary report;
The changes refer to the tightening of restrictions on local observers, the statute of limitations for liability for violations of election campaign financing rules, and the time limits for responding to administrative violations during the non-election period.
