Givi Mikanadze, MP from the Georgian Dream, presented the report of the research conducted by the ruling team.
As he said at today’s briefing, this research is as of July 12 and deals with the issue of transparency of non-governmental [NGO], media organizations.
“A few days after the initiation of the draft law, namely on April 8, 474 organizations signed a joint statement, which directly indicated that these organizations are against the adoption of such a law.
Subsequently, a certain part of these organizations stated that if the law is adopted, they will not obey the law and will not be registered in the relevant register of the Ministry of Justice based on the law, because this law is unacceptable to them. For this purpose, Georgian Dream decided to study the information about the signatory organizations, which shows how transparent they are and how much information is available to the public.
We studied the available information on 474 organizations from public sources in the period until July 12. This study was based on baseline information. I would like to emphasize that this is not about in-depth study, but mostly about facts.
For the purpose of study, we took 7 components:
does the organization have a website;
whether information about the donor organization or its logo is indicated; whether the projects implemented or ongoing are public;
what is the amount of grant that they have received for each project;
how long is this project and grant;
do they have an annual activity report published;
who are the people who are implementing these specific projects.
Research has shown that 51% of organizations do not have an official website. 62% of organizations do not have the name and logo of the donor. 68% of the organizations have not indicated the name of the projects.
The once again convinces Georgian Dream that the adopted law was necessary for the Georgian society and the country.
This law ensures that the sector, which was not transparent until now, will become as transparent and open as possible, and it will be possible to inform the public. I want to remind the public that the law has not entered into force yet, in about a few weeks this law will come into force.
Later, we will see how the processes will develop. However, the fact is that those organizations that have so far opposed the adoption of this law and said that they are accessible in terms of information and transparent, in reality, are neither transparent nor accountable to the public.
